Is is possible to create an all user backup shortcut that will run as a backup operator. I have folders that restrict access to all but one nominated user, and getting each person to backup the folder they own would be a major issue.

In this case you can create an user just for backups. All folders should allow the access for that user. Run the backups using that user account.
